A World Bank report on the Alternative Learning System, the second-chance education programme for out-of-school youth and adults, in the Bangsamoro region. It looks at who needs it and how the new BARMM can expand and improve it.
This World Bank report, dated October 2019, studies the Alternative Learning System (ALS) in the new BARMM. ALS is the Department of Education's second-chance programme for out-of-school youth and adults. Earlier World Bank evaluations of ALS had not covered the region, and this one was meant to give the new Bangsamoro government evidence for reform.
It notes that only 1 in 10 BARMM pupils who started primary school finished junior high school on time, and that close to 45% of people aged 16 to 30 were out of school, double the national rate. In 2018 only 5% of them took part in ALS, against 13% nationally. Learners had weaker reading, maths and socioemotional skills, and there was 1 ALS teacher for every 1,800 out-of-school youth and adults, the highest ratio of any region.
Chapters cover the sector, the learners, programme delivery and its bottlenecks, and policy recommendations. These include better training for ALS teachers, better outreach and closer supervision to end irregular practices.
