A Follow-through Study in the Bangsamoro Autonomous Region in Muslim Mindanao
Published free: the link opens the whole book.
A follow-up to IAG's 2017 study that tracks how urban Bangsamoro youth's views and attitudes toward violent extremism have changed. It adds the views of young people living in conflict-affected rural areas of the BARMM.
The Institute for Autonomy and Governance (IAG) released a study of urban Moro youth and violent extremism in 2017, as the Marawi siege unfolded; that study fed into the government's national action plan on preventing violent extremism. This follow-up asks what changed after the Bangsamoro Organic Law, the new MILF-led government, the Taliban's return and the Anti-Terrorism Act of 2020.
The team surveyed 800 young people: 400 in Cotabato City, Marawi City, Lamitan City and Jolo, and 400 in conflict-affected rural areas of Mamasapano, Butig, Patikul and Tipo-Tipo. They also held 32 key informant interviews and 24 focus groups, and wrote 5 case studies of former members of the Abu Sayyaf, Maute group and BIFF. Chapters cover knowledge of Islamic concepts, recruitment, prevention programmes, a comparison with 2017, and suggestions from stakeholders.
Most respondents held mainstream views of Islam. One exception stood out: 50.4% agreed that armed jihad is an obligation of every Muslim, the reading spread by extremist groups.
