A Case Study in the Bangsamoro
Published free: the link opens the whole book.
A community survey on what trust means to people living with the government–MILF peace accords, what builds it and what wears it down, with advice for the parties and those carrying the accords out.
This learning paper asks how trust can be kept alive once a peace accord has been signed. It is an abridged version of the author's master's thesis at the Centre for Peace and Conflict Studies in Cambodia. Fred Lubang is a Mindanao peace builder who led the Philippine Campaign to Ban Landmines and worked from Cotabato City on a 2010 government–MILF agreement to clear explosive remnants of war.
The study draws on that clearance work. Lubang interviewed members of both peace panels, the International Monitoring Team and other key actors, and surveyed 2 communities in Maguindanao, one already cleared of unexploded ordnance and one still waiting. The paper defines trust at the level of the person, the group and society, then sets out survey results, interview findings and recommendations.
It finds that transparency, open communication and a "leap of faith" matter most to people in conflict areas, while insincerity, doubt and unkept promises wear trust down.
