The 6-year development plan for the Bangsamoro drawn up by the MILF through the BDA, with government and donor support, under the Framework Agreement on the Bangsamoro. It covers the history of the conflict, community consultations and plans for each sector, in 15 chapters.
The Bangsamoro Development Plan Integrative Report opens with messages from MILF Chairman Al-Haj Murad Ebrahim and BDA Chairman Saffrullah M. Dipatuan. The first chapters give a short history of the Bangsamoro struggle and peace process, explain how the plan was made, and assess the region's development gaps and opportunities.
Chapter 5, "Clamor from the Ground", reports on Community Visioning Exercises that the Bangsamoro Development Agency held to learn people's needs and grievances. Later chapters set out a strategy and sector plans for 6 themes: economy and livelihood, infrastructure, social services, environment and natural resources, culture and identity, and governance.
The last chapters propose how to carry out and pay for the plan, name the risks and ways to reduce them, and set up a results-based monitoring and evaluation system. Annexes list priority programmes, the poorest provinces and municipalities, and the cultural diversity of the Bangsamoro.
